EVENT GUIDE

IMPORTANT NOTE: None of this info is to be made public to the players. This is for our eyes only. The only thing that the players should know is that sometimes events may occur. What they are, their effects, their length of time, etc. should remain a mystery to them.

Natural Disaster Example
These can be handled by a random roll to determine the disaster and the city. I would think a 20 - 40% chance. They occur with some regularity in Rot3K X.
1) First of the week (or anytime?), and a random roll is given to determine if a natural disaster (ND) occurs. On a roll of 100, an 8 comes up, meaning an ND occurs.
2) A roll is given to determine which city/cities are affected. Nan Hai, Jian An and Hui Ji come up.
3) Either a random roll to determine the ND or it is just chosen.
*NOTE: 2 and 3 are interchangeable. Either the ND is determined first, or the city/cities affected.
4) Decide on the effects. Either wide-ranging or work area specific (where applicable).
5) Make a post informing the inhabitants of the city of what happened and the effects. For example:
*Over the last few days, the citizens of Nan Hai watched as the skies darkened and the winds picked up. It was obvious to all what was going to happen. They have experienced the massive summer storms before, and they knew what was coming. They tried their best to secure the city against the rains and the winds, but they knew that no amount of preparation or boarding things up would save the city from receiving damage. Then the typhoon hit, causing widespread damage to the beautiful city of Nan Hai*
Market: -40
Gate: -30
Blacksmith: -10
Barracks: 5% troop loss per unit
Happiness (if used): -25
A second example could be as follows:
*A new merchant arrives in the town of Chen Liu, and sets up shop. It immediately becomes very popular, because of all the exotic goods that are being offered. However, unbeknownst to the citizens and other merchants of Chen Liu, this merchant carried another exotic thing with him. A disease that the population has never experienced. Citizens and shop owners alike begin to fall ill to this new disease, and there are numerous deaths. As a result, the market's power has been significantly reduced because of the loss of shoppers and merchants*
Market: -150
Happiness (if used): -40
Barracks: 10% troop loss
(Side note: A plague could also affect characters who happen to be in the city, as well.)

Here is how happiness can be implemented:
Would need to be in a seperate thread, and tracked like the rest of the stuff.

High happiness can either give a small boost to income or a loss of income:
Happiness at 0 gives a 25% loss of income
Happiness at 1-10 gives 20% loss of income.
Happiness at 11-20 gives 10% loss of income.
Happiness at 21-30 gives 5% loss of income.
Happiness at 31 79 gives no bonus.
Happiness at 80-89 gives a 2% increase in income.
Happiness at 90-99 gives a 5% increase in income.
Happiness at 100 gives a 10% increase in income.

Low happiness (30 or lower) increases the chances of riots, which can damage the infrastructure and lower happiness even further, and lessen troop strength. Also makes it easier for sabotage techniques to work.
It can also increase the chances of bandits making appearances.

Items which can effect happiness:
Positive or Negative: Events (depends on event)
Positive: Disbanding troops, giving gold
Negative: Recruiting troops, espionage, attacks from other forces

This is why I personally am in favor of adding petitions. It adds more opportunity for happiness to be raised/lowered. Again, that is if it is used. Especially lowered. Because realistically, if a city's happiness is over 90, there's a slim chance it'll ever drop below 80, and almost impossible to drop below the 30 mark.
I'm NOT suggesting doing petitions the same way they are done in Rot3K X. That is way too much to handle. What I AM suggestimg is to include them in the Events category, but give with increased appearance frequency.
Or (best option if happiness is used), they could be done seperately, once a week per occupied city. However, they do not accumulate. So unlike in X, where you could have 20 petitions sitting there looking at you, here there would be only one. The ruler/prefect would have 24 hours to respond, or the negative aspect is implemented (most of the time would be lower happiness). Lower happiness if he declines the petition, as well (depending on the nature of the request).

1) Determining if an Event will occur
At the beginning of each week, a random roll is given to see if an event happens. There is a 25% chance that an event will happen.
2) Determining the Event(s)
More than one event can happen per week, and a city may have more than one event occur. Some events have the potential to cause other events to happen.
There is no "best" way to determine the where and what of an event. The following outlines show four different possibilities:
Method 1: Determine the city(s) that will have the event by either choosing a number yourself, or by doing a random roll to determine number of cities.
After the city(s) have been determined, choose from the available event options or do a random roll to determine the event(s), observing the when and where of an event.
Method 2: Determine the event(s) that will occur either by choosing them yourself, or by doing a random roll to determine what the event(s) will be.
After the event(s) have been determined, choose the city(s) or do a random rollto determine the city(s), observing the when and where of an event.
Method 3: Do a random roll for each city to determine if an event occurs in that city. Then follow the setup for Method 1.
Method 4: Choose the city(s) and Event(s) yourself, observing the when and where of an event.
3) Determining the Effects
Except where specifically noted, the effects are basically up to you, following the general advice (significant damage, moderate damage, etc.)
4) Alerting Members of the Event
A sitewide announcement will then be made, so there will be no "I didn't see it" type complaints. This announcement will contain a description of the event, where it happened, and what the results were. Any effects will be applied to the city by the mods at that time.
After two days, the announcement is removed, and moved to a unique thread for future reference.

Floods and Typhoons may lead to plague outbreak. A plague will last six game months. A plague may break out at any time of the year. Extremely rare event. * Example
Wildfire Anywhere (Can only spread to border cities) (More prominent in forested areas) Moderate damage to gate strength A wildfire can only start in summer and fall. It will last for three game months, or when winter hits. Players can attempt to put it out. ** Example
Locusts Anywhere (Can only spread to border cities) Lowers Market strength significantly A locust outbreak can only start in spring, summer and fall. It will last for six game months, or when winter hits. Players can attempt to control the locusts. *** Example
 
Man-Made Disasters

Enhancing Events

Medical Breakthrough Anywhere Stops plague, prevents plague for one game year, heals any sick or injured officers, increases Market strength by 10% If Market strength at max, adds 200 gold to Treasury.  
Volunteer Soldiers Anywhere Increases troop strength by 1000. If troops are at maximum, then a new foot unit is created.
1000-Small, 2000-Medium, 3000-Large, 4000-XLarge
If city is at max units available, increases 1 unit's EXP by 5%  
New Merchant Anywhere New merchant arrives. Increases Market strength by 10% If Market strength at max, adds 500 gold to treasury.  

* Plagues can spread from city to city. They can be the most catastrophic events that can happen. Here is an example of why:
A plague breaks out Xu Chang. The Market and Blacksmith decrease in strength by 20%, and all five troop units' strength decreases by 25%. Two of the five officers in the city contract the plague.
The next week, the plague spreads to the cities of Ru Nan, Chen Liu and Luo Yang, with equally disastrous results. The next week, any city bordering these three cities can be hit by the plague, INCLUDING the city of origin. So in this case, Xu Chang could be hit again. And a city may be hit two or more months in a row. Since Luo Yang borders Chen Liu, and Chen Liu was hit by the plague, Luo Yang could be hit again the third week.
If a city is hit again by the plague, then the Market and Blacksmith suffer another loss, as well as another 25% decrease in troop strength. Any officers who are in the city who didn't get sick the first time the plague showed up may get sick the second time. And any officer who was sick the previous time will need to make a save roll or get sick again.
It's possible for a city to have the plague for five straight weeks. Imagine the results... For this reason, plagues should be an EXTREMELY rare event.

** Wildfires can spread from city to city. While not nearly as devastating as a plague has the potential to be, they can severely damage the Gate strength.
Same cities as the Plague example, Xu Chang has the potential to be hit two times, Luo Yang has the potential to be hit two times in a row. Each time will cause a moderate loss in Gate strength.

*** Locusts can spread from city to city. While not nearly as devastating as a plague has the potential to be, they can severely damage the Market strength.
Same cities as the Plague example, Xu Chang has the potential to be hit five times, Luo Yang has the potential to be hit five times in a row. Each time will cause a significant loss in Market strength.
